U.S. vendor payments to a foreign bank

Q. We have a U.K. vendor that is providing a W-9 because they are registered in Delaware. They say they are not deemed a foreign supplier, but they are providing a foreign bank for ACH payment. Is it okay for us to set them up in our domestic vendor database with the W-9 support and pay to the foreign bank? Or is there some other inquiry that needs to be made, like is the work being done in the U.S. or foreign? And does it make a difference if the bank is U.S. or not as long as we do a 1099 at…
